Matthew O. “Matt” Franklin joined Mid-Peninsula Housing Coalition as President in July 2008. Matt is responsible for the strategic direction of Mid-Pen and oversees all areas of the company including real estate development, property and asset management, corporate administration and resident services. Matt came to Mid-Pen from an appointed post as Executive Director of San Francisco’s Mayor’s Office of Housing where he coordinated all City housing policy and oversaw the financing for 3,500 new affordable rental units and the compliance monitoring for 24,000 existing affordable units. Matt’s previous roles include Director of California’s Department of Housing and Community Development where he was the Governor’s lead housing policy advisor; Vice President of Emerging Markets for Wells Fargo Home Mortgage where he managed multi-billion dollar programs producing more than 100,000 loans nationwide for low-moderate-income and minority customers; and senior positions at the U.S. Department of Housing and Urban Development (HUD) under President Clinton. Matt currently serves as a Director on the Treasure Island Development Authority, and is a prior member of the Board of Directors of the California Housing Finance Agency, the California Debt Limit Allocation Committee, the California Tax Credit Allocation Committee and the California Housing Partnership. Matt received his Masters of Public Policy from Harvard University, John F. Kennedy School of Government and his Bachelors of Arts in Political Science from Colgate University. He also attended the London School of Economics and Political Sciences. |

| Sue Perkins joined Mid-Pen with an extensive financial management background in both non-profit and for-profit organizations. Most recently, she was the Chief Financial Officer for Second Harvest Food Bank of Santa Clara and San Mateo Counties: an organization well-known for great stewardship of donor funds. Sue has many years of experience in vendor financing and was the Controller for Cisco Systems Capital Corporation during its planning and development stages. Sue has a Masters of Business Administration from San Jose State University and a Bachelor’s in Economics from Smith College. Sue is responsible for Mid-Pen’s accounting and expense management, including purchasing, tax, audit, treasury, systems, and asset management. | |

| Lori Kandels joined Mid-Peninsula Housing Coalition in May of 2007. Lori brings 20 years of nonprofit and for-profit business experience in social services, healthcare, higher education and sustainable finance. Most recently, Lori was Executive Director and President of MayView Community Health Center. Lori received a B.A. in Psychology from the University of Minnesota, an M.A. in Human Services from St. Mary’s University in Minneapolis, and an M.B.A. in Sustainable Management from the Presidio School of Management in San Francisco. |

| Vice President, Property Management | |
| Deborah Westby has over 20 years of progressive experience in multi-family property management, asset management and development. Most recently Deborah was head of property management for the Trada Group, an entrepreneurial real estate development company offering individual investors the opportunity to purchase rental real estate within larger well-managed communities. Prior to this Deborah was Vice President of Asset Management for SunAmerica Affordable Housing Partners, one of the largest low-income tax credit syndicators, overseeing 140 limited partnerships throughout the western United States. Deborah has a Master’s Degree in Business with an Accounting emphasis from the University of Oregon, and a Bachelor of Arts in Social Work from Concordia University in Portland, Oregon.

| Andrew Ferrara is a CPA with five years of real estate development and six years of not-for-profit experience. Prior to coming to Mid-Pen he was the Controller of Northern California Presbyterian Homes and Services Inc., a not-for-profit in San Francisco. His background includes implementing processes, controls, and systems. Andrew is responsible for Mid-Pen’s four corporate entities, as well as all consolidated reporting across entities and partnerships, and treasury management. |

| Kathryn Watson-Feiner | ![]() |
| Property Controller | |
| Kathryn is Mid-Pen’s Property Controller in charge of accounting, analysis, audit, tax and reporting for all properties, partnerships, and Development Projects. With over 15 years of accounting and finance, Kathryn has a background of both public and not-for-profit accounting management. She has spent much of her career managing one-time business events such as IPO, re-structuring, and software implementation. Kathryn holds an Undergraduate Degree in Accounting, a Masters in Finance, and is in process of gaining a CPA. She is an active member of the AICPA and IMA. |

| Stephen Kwok has been with Mid-Pen since 2006. Stephen has over ten years of experience in system engineering and management. He is responsible for developing systems infra-structure strategy and implementation of new systems. IT oversees the systems for over 90 properties, many with computer labs available to our residents. Stephen manages our in-house programming and systems integration projects as well as provides technology guidance to management. |

| Development Strategist | |
| Fran Wagstaff provides strategic counsel on Mid-Pen’s development projects. She brings 25 years of experience and knowledge having previously served as Mid-Pen’s President from 1983 until July 2008. During Fran’s tenure, Mid-Pen developed over 6000 affordable new homes and grew from having $50 million to over $1 billion in real estate assets. Fran is recognized as a pioneer in the field of affordable housing and as an advocate for moving the entire social sector forward. | |

| Acquisitions and Development Planner | |
| Keri Lung provides Mid-Pen with development support specializing in site acquisitions, pre-development planning and structuring of new projects. She has brought focus to our acquisitions efforts with several strategic site purchases and new joint ventures with for-profit partners. Previously, Keri was a development consultant at the Santa Clara County Housing Authority where she obtained entitlements and financing for extremely complex development projects. She has 20 years of planning and development experience, including managerial positions at the Port of San Francisco and the New York City Economic Development Corporation. Keri holds a B.S. in Applied Earth Sciences from Stanford University and a Masters in City Planning from the Massachusetts Institute of Technology. | |

| Executive Director, Generations Together | |
| Beth Fraker founded Generations Together with the dream of building an intergenerational community to support foster and adopted children, their families and seniors. Generations Together has partnered with Mid-Pen in this endeavor and Beth is consulting in the design of Mid-Pen’s first such intergenerational community which will become a model for replication throughout California. Prior to founding Generations Together, Beth spent 15 years managing marketing programs and teams and consulting with companies like Adobe, HP, Kana Software and SGI, among others. She currently uses her marketing expertise to advise and support Mid-Pen’s marketing and communications activities. Beth has a Bachelor’s in English from the University of California at Los Angeles. | |
