Matthew O.Franklin
President
Matthew O. “Matt” Franklin joined Mid-Peninsula Housing Coalition as President in July 2008. Matt is responsible for the strategic direction of Mid-Pen and oversees all areas of the company including real estate development, property and asset management, corporate administration and resident services. Matt came to Mid-Pen from an appointed post as Executive Director of San Francisco’s Mayor’s Office of Housing where he coordinated all City housing policy and oversaw the financing for 3,500 new affordable rental units and the compliance monitoring for 24,000 existing affordable units.

Matt’s previous roles include Director of California’s Department of Housing and Community Development where he was the Governor’s lead housing policy advisor; Vice President of Emerging Markets for Wells Fargo Home Mortgage where he managed multi-billion dollar programs producing more than 100,000 loans nationwide for low-moderate-income and minority customers; and senior positions at the U.S. Department of Housing and Urban Development (HUD) under President Clinton.

Matt currently serves as a Director on the Treasure Island Development Authority, and is a prior member of the Board of Directors of the California Housing Finance Agency, the California Debt Limit Allocation Committee, the California Tax Credit Allocation Committee and the California Housing Partnership. Matt received his Masters of Public Policy from Harvard University, John F. Kennedy School of Government and his Bachelors of Arts in Political Science from Colgate University. He also attended the London School of Economics and Political Sciences.
 
Jan M. Lindenthal
Vice President, Real Estate Development
Jan joined Mid-Pen in February 2009 with nearly twenty years of experience in community development and affordable housing. Most recently, Jan served as Vice President of Development and Construction at South County Housing where she oversaw the production of more than 1,600 affordable housing units at nearly 30 properties, several of which won national awards of excellence. Prior to this, Jan held key roles at the Santa Clara County Housing Authority and the Central New York Planning and Development Board. Jan has a B.A. from Hamilton College and an M.A. from Tufts University Center for Public Service.
 
Deborah Westby, CPM
Vice President, Property Management
Deborah Westby has over 20 years of progressive experience in multi-family property management, asset management and development. Most recently Deborah was head of property management for the Trada Group, an entrepreneurial real estate development company offering individual investors the opportunity to purchase rental real estate within larger well-managed communities. Prior to this Deborah was Vice President of Asset Management for SunAmerica Affordable Housing Partners, one of the largest low-income tax credit syndicators, overseeing 140 limited partnerships throughout the western United States. Deborah has a Master’s Degree in Business with an Accounting emphasis from the University of Oregon, and a Bachelor of Arts in Social Work from Concordia University in Portland, Oregon.
 
Richard S. Chapura
Vice President of Human Resources
Richard S. (“Rick”) Chapura started with Mid Pen in February 2010 as Director of Human Resources. As a member of the Executive Team he is responsible for developing the HR strategy and HR services for the organization. Prior to Mid Pen, Rick founded and ran Arch Industries, an HR consulting business that provided organizational development consulting and executive coaching. He consulted with a variety of clients in the for-profit and non-profit sectors. Before Arch Industries, Rick spent sixteen years in HR at Sun Microsystems where his last position was Vice President of Human Resources for the Global Sales Organization. He was also an HR business partner for several of Sun’s organizations including Engineering, Finance and International Sales. Rick received his Bachelors of Science in Business Administration with a focus on Human Resources Management from San Jose State University.
 
Kathryn Watson-Feiner  
Controller
Kathryn Watson-Feiner joined Mid-Pen in September 2006 with a robust background in financial reporting and accounting. With over 15 years of financial reporting and accounting experience, Kathryn held management roles within financial reporting teams for both publicly-held and privately-held corporations. Kathryn’s industry experience includes media and publications, distribution and logistics, education, services, affordable housing management and development. At Mid-Pen, Kathryn manages the Property Accounting Department. The Property Accounting Department is responsible for financial reporting, audit engagements and tax preparation for the more than 103 legal entities as well as all development projects. Kathryn holds a MBA in Finance and an Undergraduate Degree in Accounting from Notre Dame University.
