Bei Zhang brings more than a decade of experience in supportive housing, clinical social work, and aging services. She holds graduate degrees in Social Work, Aging Services Management, and Business Administration, and has completed her training as a Licensed Clinical Social Worker.
Before joining MidPen, Bei served as Supportive Services Manager at the Tenderloin Neighborhood Development Corporation (TNDC), where she oversaw support services at the organization’s senior portfolio. Under her leadership, tenant satisfaction rose to 99%, housing retention reached 95%, and her team achieved a 99% successful service linkage rate. She also spearheaded CalAIM initiatives, securing no-cost technical assistance valued at tens of thousands of dollars and a plan-to-contract agreement with Kaiser Permanente to help integrate healthcare partnerships into supportive housing.
Earlier in her career, Bei demonstrated strong leadership at the Chinatown Community Development Center (CCDC) during the federal Rental Assistance Demonstration (RAD) pilot, where she led efforts to support residents through redevelopment and relocation before, during, and after construction—ensuring housing stability and continuity of services. She also led partnerships with agencies to design resident-centered programs, advanced trauma-informed and culturally responsive practices, and strengthened compliance with oversight partners.
Across her career, Bei has advanced innovative models that connect housing and healthcare, built high-performing teams, and cultivated partnerships that expand resources and drive impact.
