Santa Rosa, CA, October 9, 2026—Elected officials, community members, and partners joined MidPen Housing and the Sonoma County Community Development Commission today to celebrate the dual grand opening of Casa Roseland and Plaza Permanente. Both are part of Tierra de Rosas, a community-led effort to strengthen the Roseland neighborhood’s economic resiliency, expand housing choice, and improve community wellbeing.

MidPen’s Casa Roseland features 75 one-, two-, and three-bedroom apartments for residents earning up to 30%-60% of area median income, which currently ranges from approximately $34,620 to $98,880 depending on household size. Across from Casa Roseland is Plaza Permanente, a one-acre public park with an expansive lawn, structures, and picnic areas.

“Roseland dreamed big and held us accountable—and today, we’re seeing what happens when a community’s determination is matched by strong public partnerships and smart investment,” said Sonoma County Supervisor Chris Coursey. “The Plaza Permanente and Casa Roseland are more than housing and a park; they are building blocks of a climate friendly, equity-centered community that reflects the pride, diversity, and spirit of Roseland.”

Casa Roseland is conveniently located within walking distance of schools, public transit, grocery stores, and a public library. Residents also have access to on-site amenities including a community room, learning center, teen room, bike storage, laundry facilities, and a children’s play area.

“I was proud to secure $250,000 in community project funding to build the playground at Plaza Permanente. Every kid in our community deserves a safe and fun place to play,” said U.S. Congressman Mike Thompson. “I am glad that Casa Roseland was supported by $3.28 million in federal low-income housing tax credits. These tax credits are a critical affordable housing funding source that I am working to expand in Washington.”

“This moment reflects the power of community to transform dreams into reality,” said Matthew O. Franklin, MidPen Housing President and CEO. “After years of persistence, partnership, and dedication, the Roseland community’s vision for Tierra de Rosas is coming to life. We are grateful to the leaders and advocates who helped make this day possible, and are proud to welcome residents home to Casa Roseland, where families can put down roots, build futures, and thrive.”

MidPen Property Management professionally manages Casa Roseland, and MidPen Resident Services provides residents with free, onsite services such as adult education, exercise and nutrition classes, and after-school programming.

Casa Roseland was made possible through financial support from the Sonoma County Community Development Commission, California Department of Housing and Community Development, Senator McGuire and the State of California, U.S. Bank, RED Housing Fund, California Tax Credit Allocation Committee, California Debt Limit Allocation Committee, and the California Municipal Finance Authority. The architect is Van Meter Williams Pollack LLP and the builder is Devcon Construction, Inc.

“We’re honored to be part of Casa Roseland as a tax equity investor and construction lender, supporting our long-time client MidPen Housing as it expands housing affordability in Santa Rosa,” saidAnnie Wong, Senior Vice President, Affordable Housing at U.S. Bank. “This is a great example of how our financing solutions help our clients create affordable housing and build a foundation of financial stability for future residents.”

Financing for Plaza Permanente was provided by Ag+Open Space Sonoma County, U.S. Representative Mike Thompson, California State Senator Mike McGuire, California Assemblymember Damon Connolly, and the Sonoma County Board of Supervisors.
