UNION CITY, CA, May 8, 2026—Public- and private-sector partners gathered today with developer MidPen Housing to celebrate the construction framing of Lazuli Landing, the first new affordable housing to be built in Union City’s Decoto neighborhood in decades.
When complete in mid-2027, Lazuli Landing will provide 81 affordable one-, two-, and three-bedroom apartments for families with incomes from 20%-60% AMI (currently ranging from $31,690-$95,880 for a family of four). Prospective residents who live or work in Union City or Alameda County will receive a preference, and 17 of the apartments carry a priority for residents with intellectual or developmental disabilities (I/DD).
Lazuli Landing residents will enjoy a multi-purpose community room with a kitchen, outdoor play area, and secure bike storage and on-site parking. In addition to these onsite features for residents, there will be a community-serving commercial space on the ground floor leased to City of Union City’s Youth & Family Services (YFS). Residents will have access to nearby transit, schools, and a park, along with grocery stores, banks, and other essential businesses.
MidPen Property Management will professionally manage the community, and MidPen Resident Services will provide free, comprehensive, on-site services that support residents’ education, physical and mental health, and economic mobility.

Financing for the development was provided through both public and private sources including the City of Union City, Alameda County (Measure A1), Housing Trust Silicon Valley, Bank of America, FHLBank San Francisco, California Department of Developmental Services, California Tax Credit Allocation Committee, California Debt Limit Allocation Committee, California Municipal Finance Authority, and the Affordable Housing and Sustainable Communities (AHSC) Program, a partnership between the California Strategic Growth Council and the California Department of Housing and Community Development.

The architect for Lazuli Landing is BDE Architecture, Inc. and the general contractor is Nibbi Brothers General Contractors.
