MidPen Housing’s 2025 Legislative Priorities

MidPen Housing works diligently with our partners to support proven affordable housing solutions. Our top priority this year is expanding funding availability for affordable housing.

AB 736 (Wicks) and SB 417 (Cabaldon), collectively known as the Affordable Housing Bond Act of 2026

These bills provide the necessary authorization for a $10B statewide housing bond to be placed on the June 2026 ballot. The Affordable Housing Bond Act of 2026 is anticipated to result in 35,000 new homes affordable to very-low income, extremely-low income and unhoused families, including set-asides for farmworkers and tribal housing.

Services / Medi-Cal Funding: As a developer, owner, manager and resident services provide, operational sustainability and providing high-quality supportive services are of utmost importance to MidPen.

AB 804 (Wicks, Stefani), Medi-Cal Housing Support Services

AB 804 will make Medi-Cal housing supportive services a statewide benefit to allow California to take advantage of federal funding and to improve service delivery and accessibility. We endorse this bill as it will support resident needs and ensure funding and standardization procedures.

Fast Track Housing Package: The Fast Track Housing Package includes a suite of more than 20 bills aimed at making housing more affordable by removing uncertainty and diminishing the time it takes to get new housing approved and built. This package builds off the recommendations in the final report of the Select Committee on Permitting Reform, which MidPen informed by providing testimony at two of the three select committee hearings.
